| タイトル | Beyond the Counterterrorism Mindset: An Analysis of the Politics of Education Reforms in Pakistan |
| 内容 | 9.11米国同時多発テロに端を発するテロとの戦いの中、米国はイスラム宗教学校マドラサの改革に取り組むことになった。しかし、マドラサを含むパキスタンの教育改革での進展は殆ど見られていないのが現状である。本稿では、1970年代以降の冷戦期における米国の対パキスタン・アフガニスタン外交政策、ならびにその後のパキスタンへの積極的関与を概観しつつ、2001年以降のマドラサ論争及びパキスタン教育改革について批判的に検討する。マドラサ教育の危険性は実証的には確認されておらず、テロ対策の一環としてマドラサを問題視する米国の介入主義は理論的根拠を欠いているのは明らかである。マドラサ教育の根源的目標はイスラム教の普及であり、基礎科目を教授することで将来の労働力を育成するというネオリベラリズムの精神とは相容れない。また、パキスタン社会はイスラム主義勢力の同意無しには安定せず、マドラサの近代化を図る政府の介入は大きな政治的対立を生む。以上のことから、米国はマドラサ教育への介入政策を転換すべきであり、普通教育の改革にこそ主眼を置く必要がある。 |
| 講評 | It was a pleasure to work with these students in writing their graduation theses. While all the topics were connected in some way to "globalization, education, and culture," the specific themes of their theses covered several continents, numerous cultures, and an array of challenging issues and questions. My hope is that the students not only found satisfaction in deepening their understanding of their chosen topics, but that they also enjoyed the learning process of researching their topics, critically reading their sources, formulating and organizing their arguments, and eventually writing their papers. Finally, and most importantly, my greatest hope is that the camaraderie and friendship formed through this process will endure, remaining as the ultimate legacy of their years of study. |
