タイトル Accepting Foreign Care Workers in Japan -The Policies and Challenges of Becoming a Multicultural Society -
内容 In recent years, Japan has been facing a serious human resource shortage in the nursing care industry. According to data released by the Ministry of Health, Labor and Welfare, the supply-demand gap for nursing care workers in 2025 is estimated to be approximately 377,000 persons. As of the end of 2021, there are four systems and policies for accepting foreign nursing care workers. This paper begins with an exploration of the background and reality of the shortage of nursing care workers in Japan, focusing in particular on the policies for accepting foreign nursing care workers. It then considers the issues learned from an interview survey of three RAs that work for a temp agency, which specializes in foreign nationals. In addition, the paper examines in detail the issue of "awareness" of the Japanese people through a questionnaire survey. Finally, the paper concludes by suggesting that support for welfare education of international students is the best way to solve the nursing shortage problem in Japan’s nursing care industry.
